As a Policy Manager at Shelter, Rose led the charity’s work to promote better development models and drive up the supply of genuinely affordable homes where they are needed most – including a successful campaign to influence the government to reform viability rules in 2018. Her recent publications make the case for reforming planning rules and the land market so that communities will see more of the benefits from new housing.
Together with fellow Built Place member Toby Lloyd, Rose offers consultancy services to individuals and organisations with the ambition to drive better outcomes from development and from the housing system as a whole. They provide:
• Support for organisations and projects seeking to influence government.
• Independent analysis and advice to housing associations, local authorities, private developers and landowners, on both strategy and specific projects.
• Training and capacity-building for organisations aiming to influence the land, planning and housebuilding systems at a local level.
